3、职责
3.1安全质量部负责，经理部参与工伤事故、职业病的统计，在总经理的领导下负责组织施工生产过程中造成的工伤、职业病和伤亡事故的调查和处理；
3.2安全质量部负责火灾、爆炸、交通事故、食物中毒等的调查与处理；
3.3财务部负责工伤人员的工伤认定鉴定工作及工伤保险管理工作；
3.4项目组负责其相关事故的调查与处理；
3.5事故发生单位对已经发生的事故和正在扩大的事态，要根据程序要求逐级报告，抢救伤员和财产并保护好现场。
3.6总经理负责组织相关人员对事故原因的分析和研究、对事故责任人的处理。
4.工作程序
4.1事故报告
4.1.1事故报告程序：现场负责人→公司主管部门→安全质量部→总经理→上级部门。
4.1.2事故报告的内容应包括事故发生的单位、时间、地点、简要经过、损失情况和采取的应急措施等。
4.1.3事故报告的时间：事故发生后1小时内向安全质量部报告，由安全质量部向总经理及上级主管部门逐级上报。
4.2 事故发生后，操作者或事故现场第一目击者应立即报告公司领导和相关部门，各部门要立即启动、执行《应急准备和响应控制程序》。
4.2.1重伤事故、重大伤亡事故由项目组按规定报告上级主管部门和当地有关部门。
